Guide for English speakers
Short answer: the theory test itself is in Slovenian, but you can take it with a court interpreter, and you can prepare for it entirely in English. Here is how it works, based on the official rules of the Slovenian Traffic Safety Agency (AVP).
Theory test (CPP): taken on a computer, in Slovenian. If you do not understand Slovenian well enough, you take it with a court interpreter (sodni tolmač) whom you arrange and pay for yourself.
Practical driving test: no interpreter is allowed in the car, but the examiner can speak English with you. Tell the agency right after you register for the practical part.
Preparation: you can learn everything in English, from the rules to the practice tests.
Driving tests in Slovenia are run by the Slovenian Traffic Safety Agency (Javna agencija RS za varnost prometa, AVP). The theory part is a computer test of the road traffic rules (CPP). The agency's rules say that when a candidate takes the theory part with the help of an interpreter for a foreign language, the interpreter must be a court interpreter, and the candidate provides the interpreter. A friend, a colleague or a family member cannot translate for you.
Start with the CPP handbook in English and the CPP practice tests in English. Learn the key Slovenian terms below at the same time.
The Slovenian Ministry of Justice keeps the official directory of court interpreters (imenik sodnih tolmačev), searchable by language. It is linked from the European e-Justice portal. Agree on the date and the price with the interpreter in advance.
You register for the driving test at your administrative unit (upravna enota). Say that you will take the theory part with an interpreter, and check the date with the agency before you register.
The interpreter comes with you to the exam and translates for you. Bring your ID and the documents the administrative unit asked for.
During the driving test the examiner normally speaks Slovenian, and an interpreter is not allowed in the car. That is why every candidate, foreigners included, needs at least the basic communication needed to follow the examiner's instructions. With foreign candidates the communication can also be in English: you tell the agency about it right after you register for the practical part. Another language is possible only exceptionally, if you agree on it with the agency before you register.
At Tilia our English-speaking instructors teach you in English, so the instructions on the test will not surprise you. See driving lessons in English in Ljubljana.
Even with an interpreter, knowing these terms makes the test, the lessons and the paperwork much easier.

Ask about any rule, any time, and get the answer in English.
No. The rules require a court interpreter (sodni tolmač).
You do. The candidate arranges the interpreter and agrees on the price directly with them.
The examiner can communicate with you in English. Tell the agency right after you register for the practical part. An interpreter in the car is not allowed.
The lectures of the CPP course are held in Slovenian. English speakers get our English study materials: the handbook, the practice tests, the traffic signs and the AI teacher. Our driving lessons are available in English.
For the theory test the interpreter helps you. For the driving test you need enough Slovenian or English to follow the examiner. Knowing the key terms above helps in both.
